C-Tick

A/C-Tick is the certification mark issued by the Australian CommunicationsAuthority. Manufacturers and importers must follow the following steps to useA/C-Tick:

1.Product implementation ACAQ technical standard test

2. Register and use A/C-Tick to ACA.

3. Fill in the Declaration of Conformity Form and keep it with theproduct compliance record

4.Label the communication products or equipment with A/C-Tick logo(label).

5.Sell to consumers. A-Tick applies only to communications products,and most electronic products apply for C-Tick, but if electronic products applyfor A-Tick, they do not need to apply for C-Tick. Since November 2001, the EMIof Australia/New Zealand has applied for merger; if the product is to be soldin these two countries, the following documents must be ready for sale in caseof spot checks by the ACA (Australian Communications Authority) or the NewZealand (Ministry of Economic Development) authorities.

Certification scope

According to the catalogue of compulsory EMC products issued by thegovernment in 2001, the main products are:

Industrial, technological, medical (ISM) equipment, audio-visualequipment;

Household electrical appliances;

Electric tools and electric heating appliances;

Lighting and similar equipment;

Information technology equipment.

Products that are not required for application are:

Manufactured outside Australia and not for sale to Australia;

Imports from New Zealand to Australia, and has been fitted with NewZealand regulations.

No products are required for application.

Authentication level

The EMC system in Australia divides products into three levels.Suppliers must register with ACA and apply for C-Tick before they can sellgrade 2 and grade 3 products.


Level 1 products refer to those productswhich have low interference radiation to the devices using wireless spectrum,such as manual switches, simple relays, unidirectional squirrel cage inductionmotors, resistors, etc. For Grade 1 products, suppliers must sign declarationof conformity and provide product description. Level 1 products may voluntarilyapply for the C-Tick logo, but the supplier, after choosing to use the logo,provides a compliance statement and a product description as well as acompliance record to prove that the products described in the declaration havemet the relevant EMC standards. Test sites are not required to allow internaltesting.


Level 2 products refer to the products withhigh interference radiation to the equipment using wireless spectrum, such asswitching power supply, welding machine, dimmer, most household appliances,etc. In addition to signing compliance declarations and providing productdescriptions, the supplier must also provide test reports based on relevantstandards. If there are no relevant standards, the supplier must providetechnical structure documents, test sites are not required and internal testingis allowed.


Level 3 products refer to products withextremely high interference radiation to devices using wireless spectrum, i.e.products covered by CISPR11 and CISPPR22. Communication terminal products arestill included in this scope, but from November 7, 2003, the terminal productswill be classified as secondary products. In addition to signing conformitystatements and providing product descriptions, the supplier must also providetest reports issued by accredited testing institutions. At the same time, weshould issue a certificate of quality management system issued by QSMcertification body.
